Mr. Barrow received a BA Degree in History and Political Science from the University of Richmond in 1976, and a Masters in Public Administration in Healthcare Administration from Brigham Young University in 1980. He has worked in the healthcare field since 1980 in numerous positions. His initial career focused on Information Systems Technology and Consulting, and served in management positions with McDonell Douglas, Hewlett Packard, and as a Manager of Healthcare Consulting for Deloitte, Haskins, and Sells, (now Deloitte and Touche).

Mr. Barrow joined the management team of Providence Hospital in Cincinnati, Ohio in 1986 as Vice President of Corporate Development. In 1989, Mr. Barrow joined Schumpert Medical Center, a 600-bed tertiary care facility in Shreveport, Louisiana, as Vice President of Corporate Development. At Schumpert, he led numerous operations and staff departments, including the development of a large affiliate services program, which managed multiple rural hospitals and created a twenty-hospital rural heart network. Upon leaving Schumpert in 1994, he was President and Chief Operating Officer of Medical Media, Inc., which specialized in marketing and communication solutions for large hospitals and pharmaceutical companies, such as Eli Lilly & Co., Glaxo Welcome, and Johnson & Johnson.

In 1997, he became President and CEO of DeSoto Regional Health System, and a Senior Management Consultant with Willis-Knighton Health Systems, the largest non-profit hospital system in Louisiana. In the fall of 2002, Mr. Barrow joined Opelousas General Health System as President and CEO. Mr. Barrow serves in numerous community leadership positions, including being the Chairman of the Louisiana Hospital Association for 2003 and 2004. Under Mr. Barrow's leadership OGHS has enjoyed three years of strong profitability and organizational growth. Currently, the health system has finished most of an ambitious $ 68 million dollar capital investment project that has included the opening of an eleven thousand square foot all digital Diagnostic Center and a seventy thousand square foot main campus expansion including a new Emergency Department, Heart and Vascular Institute, Admitting Suite, Cafeteria, Parking Garage and Chapel.

In 2005 OGHS was named as one of the Top 100 Most Wired Hospitals in America. His most prized accomplishment at OGHS is the recognition by Press Ganey of being in the top 96th percentile for employee satisfaction.
