Dr. Mullins serves as the President /CEO of Samaritan Health Services, a 5 hospital integrated delivery network based in Corvallis.  He has held this position for 12 years and has overseen the growth of the organization from one hospital to the present five hospitals and a integrated physician network of over 150 physicians, long term care operations and a health plan.

He is a Fellow and the Regent for Oregon in the American College of Healthcare Executives, a Diplomat in the American Academy of Medical Administrators and was the Academy Chairman in 2001.  He is the Chairman of the Oregon Association of Hospitals and Health Systems and serves on the Health Systems Governance Council of the American Hospital Association. Dr. Mullins also serves on the Health Preparedness Implementation Committee of the State of Oregon

Following combat service in the U.S. Marine Corps in South Vietnam he completed training as a Registered Nurse at Glendale Community College and worked in pre hospital care.  He completed his undergraduate education at Arizona State University, graduate work at Northern Arizona University and his Doctoral studies at Medical University of South Carolina where he received his Doctorate in Healthcare Administration with a special area of study on organizational change and leadership.  His dissertation was on Crisis Leadership and Disaster Planning and examined the state of hospital disaster preparedness pre and post 9/11.

Dr. Mullins has received the Healthcare Executive of the Year by the American Academy of Medical Administrators, the MacEachern CEO of the Year Award by the Public Relations Society of America and has been chosen as Business Executive of the Year by the Corvallis Chamber of Commerce. He has published on hospital/ physician relations, leadership theory and crisis management, strategic planning and organizational change.
